So average per month consumption is equal to 1800/12 = 150 units.

After calculation your average consumption of electricity is 150 units, now you are applicable for Gruha Jyothi subsidy. If your bill will cross 200 units, then you will not be applicable for this scheme.

Calculation Note:

Now assume your present month consumption is 165 units. Then you will pay for extra consumption units, mean (165-150) = 15 units. And if you consume less that average consumption (less than 150units), in this situation your bill will be zero.
